Abstract

This study examines the topic of independent administrative bodies within the Saudi
system, a relatively new concept in the state's administrative organization. These
bodies were recently established to regulate specific areas, including data and
artificial intelligence. They possess legal personality and enjoy financial and
administrative independence, empowering them to issue administrative orders and
litigate. Their primary objective is to ensure impartiality, transparency, and
specialization in sensitive fields, with authorization from the executive authority
The First topic of the study is dedicated to defining independent administrative
bodies and clarifying their legal nature
The second topic addresses the competencies and powers of the Saudi Authority for
Data and Artificial Intelligence, specifically its regulatory authority to issue
administrative regulations and decisions, as well as to propose systems and
regulations related to artificial intelligence. It also covers the administrative control
powers granted to the Authority, such as imposing penalties, issuing orders, and
deterring violations, in addition to its jurisdiction in arbitration and amicable dispute
resolution. The study concluded with a set of results and recommendations, the most
important of which is the need to establish a comprehensive artificial intelligence
system in the Kingdom of Saudi Arabia, and to expand the development of the
infrastructure necessary to implement artificial intelligence programs to include all
fields and sectors in a way that contributes to achieving the Kingdom’s Vision 2030.
